Dubai’s government launches AI-guided SME Learning Hub for entrepreneurs

Dubai’s government has launched a new platform that helps entrepreneurs and SME owners build their skills and business across every stage of their journey. The platform was built in conjunction with Create.
The platform, branded as the ‘Dubai SME Learning Hub’, providing entrepreneurs in the emirate (or those considering market entry) with access to information and comprehensive learning content. Notably, the online learning content on the platform is made available free of charge.
Designed specifically for the local business environment of Dubai, the Dubai SME Learning Hub is part of the UAE’s drive to support startups and small business across all stages of their growth trajectory.
One of the innovative features of the platform is that it is AI-driven, with content designed, written, and presented by AI. The platform also includes an AI Tutor, a conversational chatbot that is trained on the content so that users can get the right recommendations around the information and courses they need.

Commissioned by Dubai Economy & Tourism, the Dubai SME Learning Hub was designed, built and delivered by Create.
Dubai Economy & Tourism challenged Create to push the boundaries of AI-powered education, inspiring the team to develop a platform that redefines how knowledge is created and shared. This vision led to the concept of an advanced AI-driven learning system that delivers intelligent, adaptive, and scalable educational experiences tailored to the needs of entrepreneurs.
Create developed 70 lessons across seven subjects in both English and Arabic – amounting to 140 video modules plus online tutoring. To achieve this at scale, the team developed an end-to-end AI workflow that streamlined content creation while maintaining human oversight where it mattered most.
According to Create, and to the benefit of its client, the AI-driven workflow not only accelerated content production but also resulted in an estimated 10x savings in time and costs.
