HRSD and Sumerge complete three digital transformation projects
Saudi Arabia’s Ministry of Human Resources and Social Development (HRSD) has in collaboration with delivery partner Sumerge completed three digital transformation projects.
The (HRSD is the Kingdom’s government body responsible for shaping and monitoring labour market policies and social development across the nation. Its mandate includes regulating employment, protecting the rights of workers, promoting Saudisation (the employment of Saudi nationals), overseeing social welfare programs, and supporting workforce development and vocational training.
As part of its digital modernisation agenda, the Ministry of Human Resources and Social Development oversees a broad portfolio of technology-enabled projects. Three of these, all supported by Sumerge, have now been completed.
The Social Development Platform is a new platform that aims to improve citizen-centric services through more streamlined service delivery and better engagement between citizens and providers. The Residential Care Services Development project introduced a range of enhancements to support persons with disabilities, while the Integrated Services project focused more on internal efficiencies, including in areas such as process excellence and governance.
In a statement, the HRSD said that these projects are “transformative national projects” for the government, and represent HRSD’s commitment to advancing digital transformation within the Kingdom, aligning with Saudi Arabia’s Vision 2030 objectives.

The milestones were celebrated at a recent event bringing together leaders from the ministry and the joint HRSD–Sumerge project team, including Shady Abdelwahab (CEO of Sumerge) and Faisal Bakhshwein (Deputy Minister for Digital Transformation at HRSD).
Founded in 2005, Sumerge is an IT consulting and software development company. The consulting firm is headquartered in Egypt and has further offices in Saudi Arabia and the UAE.
“The successful completion of these projects reinforces the strong and ongoing partnership between Sumerge and HRSD in shaping the future of digital government services in the Kingdom,” said Abdelwahab.
