EY appoints Hisham Dally as MENA Assurance Government & Infrastructure Leader
EY, a global accounting and consulting firm, has appointed Hisham Dally as MENA Assurance Government & Infrastructure Leader.
In his new role, Hisham will lead the largest industry within the Assurance service line, serving government clients, including government-owned entities, as well as organisations operating across the infrastructure sector. He will oversee the industry across the MENA region, spanning 27 offices in 14 countries.
Further, Hisham will be looking over five sub-service lines – Audit, Financial Accounting Advisory Services, Forensics and Integrity Services, Climate Change & Sustainability Services and Technology risk – from a government and infrastructure lens.
Commenting on his appointment, Hisham said: “I am deeply honoured by the trust placed in me by the leadership team and excited to take on this responsibility at such a defining moment for the region. A full-circle career moment
Hisham describes his appointment as a full-circle moment. “I joined EY in 2009 as an Associate and my very first audit engagement was with a government entity. At the time, I had no idea that experience would set the course for the journey ahead. I rejoined EY three years ago, was admitted to the partnership last year, and today that journey has reached a defining milestone.”

Over the course of his 18-year career, Hisham has led complex, enterprise-wide transformation programmes across corporate governance, finance, internal controls, and board support functions across diverse industries. He partners closely with boards, audit committees, and C-suite executives to design and strengthen governance frameworks, enhance financial integrity, and build resilient control environments aligned with strategic objectives.
Hisham Dally holds a bachelor’s degree in Accounting and Finance and a Business Strategy certificate from Harvard University. He is also a Certified Internal Auditor (CIA) and Certification in Risk Management Assurance (CRMA) holder through the Institute of Internal Auditors in New York, and a Certified Family Business Advisor from the University of Manchester.
