Sia promotes Cesar Moukarzel to partner in Middle East business
Global management consulting firm Sia has promoted Cesar Moukarzel to partner in its Middle East business.
Based in Dubai, Moukarzel is a member of Sia’s Growth and Innovation practice in the Middle East, where he leads projects focused on strategy, innovation, organizational excellence, sustainability, and large-scale transformation.
He joined Sia in 2017 and has since advised governments, public institutions, and private sector organizations (mainly in the telecommunications and manufacturing sectors) across the MENA region on initiatives spanning strategic planning and execution, innovation, performance management, incentives management, information technology, and social responsibility.
Highlights of his track record include leading the Public Service Evaluation Program in collaboration with the United Nations, which resulted in the development of a measurement tool providing detailed analytical insights for government and private sector entities. He has also developed evaluation platforms for several Smart Government programs across the Arab region, including in the UAE, Kuwait, Bahrain, Saudi Arabia, and Egypt.
Beyond client engagements, Moukarzel has contributed to Sia’s thought leadership, authoring and co-authoring numerous publications covering future cities, government innovation, sustainability, emerging technologies, and public sector transformation.
Founded in 1999, Sia is a global management consulting firm with more than 3,000 consultants across 19 countries. The company is headquartered in Paris and is backed by Blackstone.
Prior to joining Sia, Moukarzel worked at a learning and development company in Dubai, as well as another international consulting firm. His consulting career has also included projects across Southeast Asia.
Moukarzel holds a Doctorate in Public Administration from Université Paris-Dauphine in France, a Master’s degree in Strategy and Innovation from the University of Oxford in the United Kingdom, and a Bachelor’s degree in Mechanical Engineering from the American University of Beirut in Lebanon.
Giving back through urban sustainability
Notably, Moukarzel recently chose to give back to the institution that helped kickstart his academic journey and career – the American University of Beirut – where he sponsored the launch of the Urban Sustainability and Innovation Award.
“The idea behind this award is simple,” said Moukarzel. “I believe cities should be places where everyone has the opportunity to thrive. Places where sustainability, innovation, technology, and quality of life come together to create meaningful impact. Places where no one is left behind.”
“Through the Urban Sustainability and Innovation Award, my hope is to encourage students to think boldly, challenge the status quo, and develop ideas that improve communities, strengthen cities, and contribute to a brighter future for Lebanon.”
Although he has been based in the UAE for more than a decade, Moukarzel describes Lebanon as his “beloved country” and remains closely connected to his homeland. He says the partnership with the Beirut-based university represents an opportunity to give back and support “the young minds who will help shape the future.”
The inaugural edition of the award was meanwhile won by Yara Mneimneh, who graduated last month with an architecture degree with High Distinction.
