Dubai named the world’s second most Intelligent City in global BCG benchmark
Dubai has been named the world’s second most intelligent city in a global benchmark from Boston Consulting Group (BCG).
The inaugural ‘Intelligent Cities Index’ from the global management consulting firm evaluated 61 of the largest urban centers across 39 countries, measuring how effectively they deploy digital technology and AI to serve residents and businesses. While London took the top spot in the overall rankings, Dubai outperformed major global counterparts like New York City, Washington, and Amsterdam to claim second place.
The evaluation measures performance across five major categories: Resident outcomes, strategy, adoption, ways of working, and enablers. Rather than relying on a single model of success, the study highlights that leading cities excel through different combinations of strengths. No single urban area dominates every domain, proving that multiple pathways exist to achieving high technological maturity.
The cities that are leading in AI adoption – about a third of the cities on the list – are delivering more use cases and better quality of life, making AI an integral part of public service and daily city operations. The report found that progress is not linear, but cities can drive resident outcomes by expanding AI deployment and increasing use cases.
“AI is a key foundation of the intelligent city, and AI adoption and optimism are not confined to the ‘usual suspects’ technology hubs,” said Akram Awad, Managing Director and Partner at Boston Consulting Group, and a coauthor of the report.
“Cities around the world are creating value for residents in different ways and from different starting points. We built the Intelligent Cities Index to provide an objective, holistic view of how cities shape and enable their AI ambitions and how effectively those ambitions translate into meaningful improvements in people’s lives.”
Dubai leads the world in digital adoption
Dubai claimed the number one global position specifically in the adoption category. This classification reflects the extensive and practical implementation of smart city solutions, connected portals, and AI-enabled services across the emirate. The study notes that Dubai’s high ranking in adoption is tied closely to elevated resident satisfaction and frequent use of digital applications.
This achievement aligns with broader regional directives in Dubai to unify government services into integrated digital ecosystems for individuals and businesses. By making digital tools a seamless part of daily life, Dubai has cultivated an environment where technology directly elevates public productivity and overall quality of life.
For leading cities, economic opportunities are driven by entrepreneurship and innovation ecosystems. For the cities with top overall maturity in the index, there is a clear link between entrepreneurship, innovation, and opportunities.
Four of the index’s top cities scored highest in both economic opportunities and ecosystem and funding assessments. Cities with weaker ecosystems show more uneven performance, though some of these ‘emerging’ cities – like Milan, Warsaw, or Bengaluru – are on the right path.
Diverse strengths across global leaders
While Dubai leads in adoption, the other top tier cities anchor their success in distinct specialties. London secured first place in resident outcomes, reflecting high scores in quality of life and economic opportunities.
Madrid took the lead in intelligent city strategy due to its balanced sector coverage and clear planning. New York City ranked first in ways of working through advanced institutional governance, while Amsterdam took the lead in enablers by combining robust venture capital, startup ecosystems, and living labs.
Together, these leading cities demonstrate that urban transformation relies on intentional choices. Whether through Dubai’s mastery of practical adoption or the specialized strengths of other global hubs, the study illustrates that cities can successfully enhance resident outcomes by aligning technology with the everyday needs of their populations.
“Given today’s rapid pace of change and evolving resident expectations, building a city’s intelligent foundation, paired with focused improvement across enablers requires urgency. But city leaders and business partners don’t need to try to do everything all at once,” said Rami Mourtada, partner and director at Boston Consulting Group and another coauthor of the report.
“It’s a longer-term horizon and there is no single pathway forward. Intelligent city momentum comes from making intentional, and sometimes incremental, choices now and building for a smarter tomorrow with a clear, comprehensive roadmap.”
