HKA promotes Dubai-based Bill Haggart to partner
Global specialist consultancy HKA has promoted Dubai-based expert Bill Haggart to partner.
The appointment is part of a wider global intake of new partners at HKA, a 1,000-strong firm with offices in nearly twenty countries. Headquartered in London, HKA specialises in helping clients – government, local authorities, contractors, legal firms, lenders and professional service firms – with managing disputes, risk and uncertainty on complex programmes and contracts.
Bill Haggart has been with the consulting firm since 2017, and following a one-year spell in Europe, he relocated to Dubai to become the firm’s regional Head of Forensic Technical Services. A Chartered Engineer with three decades of experience in the field of building services and electrical engineering, he previously held (senior) positions at design and consulting engineering firms Ramboll and Hulley & Kirkwood.
At HKA, Haggart provides expert opinion and forensic engineering services on a range of construction and design related disputes for use in arbitration, litigation and alternative dispute resolution processes.
His track record includes assisting in arbitrations, providing expert reports and participating in expert meetings for projects with values in excess of $500 million and for disputed sums up to $35million. He has also acted as technical expert, assistant to the named expert and as part of multi-disciplinary expert teams for disputes across Asia, Australia, Europe and the Middle East.
Haggart has worked on engagements across sectors, with a focus on the transportation infrastructure, industrial, manufacturing, power & utilities, technology, aerospace, defence, commercial real estate and space sectors.
With six offices in the Middle East – in Bahrain, Qatar, Jeddah, Abu Dhabi, Dubai and Muscat – HKA is one of the region’s larger players in its field of expertise.
