The Middle East – led by the UAE – is significantly boosting its investment in social infrastructure in order to stay on top of rapid population growth and to ensure good quality of life. Over the next two years, the Middle East will see the total value of social infrastructure transactions reach $2 billion, according to a new report from Ansarada.

The global report shows that the Middle East will see robust expansion in social infrastructure transactions, with a projected increase from $1.6 billion in 2024 to $2.0 billion by 2027, a 25% increase. Around half (46%) of stakeholders in Europe, the Middle East, and Africa cite population growth and an enhanced quality of life as primary motivators for these investments.

The report examines important trends like procurement efficiency, risk allocation, and the shift to digitalization, offering insights into today’s procurement practices. It shows how governments in the Middle East are increasingly convinced that social spending is a good idea.

UAE leads in infrastructure investment

The most impressive spending is in the UAE, where the federal government has allocated over $7 billion to upgrade its infrastructure. So far, this is the most ambitious investment to date from the Emirati government.

Part of the reason for this huge investment has been annual population growth of 4% and rising interest from global investors. To meet the increasing demand, the UAE started looking to public-private partnerships to expedite delivery and make use of private sector expertise.

The Middle East has proven to be one of the most competitive markets globally, with 30% of professionals surveyed saying they saw fierce competition during the bidding phase of their most recent projects. This figure is significantly higher than any other market surveyed. For example, only 10% of respondents in Asia-Pacific that level of competition in their bidding processes.

Huge numbers of foreigners flock to the UAE (as well as Saudi Arabia), where the population of residents has one of the largest percentages of expatriates in the world. In fact, only around 12% of the total population in the UAE are Emiratis.

Healthcare top area of social spending

More broadly, healthcare is still the top investment priority for the Middle East, with 68% of procurement professionals expecting the sector to experience the greatest increase in value over the next two years. Leisure is at 56% and education at 52%, showing that the region is focused on community well-being and long-term social resilience.

These findings show that governments increasingly see delivering high-impact social infrastructure projects as a net positive. That is especially true of rapidly developing economies like the UAE, where demand for quality healthcare and education is growing. In fact, the report shows that UAE is leading the way in infrastructure innovation in the Middle East.
