Crescar establishes new office in Saudi Arabia

Dubai-based Crescar has officially established a new office in Saudi Arabia, marking a significant milestone in the firm’s five-year growth journey.
Founded in 2020, Crescar is a consulting firm that specialises in the program and project management aspects of infrastructure projects, with a focus on the transport and mobility segments. The firm works across the project lifecycle, from planning and tendering through to supporting the delivery phase, as well as workstreams including financial, procurement, commercial and technical.
Having previously expanded into the United Kingdom, Saudi Arabia now becomes the third market for Crescar. Leading the new hub is Muhammad Khan, who joined the company in October 2024 and has now formally been appointed into the role of General Manager for KSA.
“Crescar’s ambition is clear: to be the partner of choice in Saudi Arabia for public transport development and infrastructure delivery. Transport is ultimately about getting someone where they need to go. We’re here to build systems that do that reliably, efficiently, and in a way that supports long-term prosperity and growth,” he said.
“At Crescar, we focus on delivering real outcomes. Working side-by-side with our clients, we’re a hands-on partner that’s committed to bringing ideas to life.”
Khan, who previously worked at large consultancies such as Steer and KPMG, said that Saudi Arabia marks an exciting backdrop for experts working in the infrastructure domain. “Saudi Arabia is currently undergoing an extraordinary transformation. Vision 2030, the country’s long-term national strategy, is driving investment across a range of sectors, including tourism, aviation, logistics, and public transport.”
“These ambitions are creating exciting opportunities for infrastructure development, laying the foundations for a more connected, resilient, and globally competitive nation. Major initiatives include transforming the Kingdom into a global logistics hub, building smart cities, expanding public transport networks, and developing world-class facilities to host landmark events such as the 2034 FIFA World Cup and the Asian Winter Games.”
“With our expertise across rail, bus, and transport, Crescar enables its clients to implement projects that meet international standards whilst remaining rooted in local realities.”
KSA track record
From its base in Dubai, Crescar has already built a track record in the Kingdom. A recent example included working with the Royal Commission for Makkah City and the Holy Sites to supervise the Makkah Bus operator. As the authority responsible for the city’s public bus network, the Commission engaged Crescar (alongside another consultancy) to enhance the operational performance of its outsourced bus services.
Crescar was tasked with elevating service delivery, optimising route planning, and strengthening oversight through data-driven decision-making and effective governance.
“With all service lines now fully operational in Saudi Arabia, and a growing track record of successful delivery, Crescar is well-positioned to play a central role in the Kingdom’s journey towards Vision 2030 and beyond,” Khan concluded.
