Consulum appoints James Davies as new Chief Executive Officer

Consulum has appointed Middle East-based leader James Davies as its new Chief Executive Officer.
A government strategy and policy expert, James Davies has worked across three continents helping government leaders to drive forward their agendas.
Prior to joining Consulum, Davies worked in the UK Civil Service in 10 Downing Street under Prime Ministers Gordon Brown and David Cameron. He was also a strategy and policy advisor and Head of Budget Policy at HM Treasury, where he led teams to deliver complex and often politically sensitive economic and fiscal reform projects.
Davies joined Consulum in 2015, and has since then held several leadership roles at the firm. In 2021, he was promoted to Managing Partner, and now he steps up to CEO, overseeing the company’s strategic direction, operations and 160-person team across offices in Riyadh, Manama, Dubai, and London.
“James has been a driving force behind Consulum’s evolution into a trusted partner for governments. I’m confident in his ability to lead the firm forward in this new chapter,” said Mark Penn, Chairman and CEO of Stagwell. Consulum became part of Stagwell in the summer of 2024.
Consulum is a government advisory firm dedicated to helping governments develop and deliver strategy, policy, and communications programs. The firm’s clients include heads of state, ministries, and state-owned enterprises.
