Phoenix Consulting promotes Samar Elkhoury to Head of Talent Management
Phoenix Consulting, a regional human capital consulting firm, has promoted Samar Elkhoury to Head of Talent Management.
A PhD holder and expert in talent strategy and management, Samar Elkhoury has been with Phoenix Consulting since early 2024. Since joining the firm, she has led the design and delivery of leadership assessments and development programmes for clients across sectors, developed and delivered high-impact learning solutions, and driven the transformation of talent management frameworks.
Earlier in her career, she held leadership roles in consulting in the healthcare sector and gained experience as an entrepreneur. In addition to her role at Phoenix Consulting, Elkhoury is a lecturer at Saint Joseph University of Beirut.
Commenting on the appointment, Phoenix Consulting stated: “This milestone reflects Samar’s outstanding contributions, proven leadership, and long-standing commitment to excellence in people and organisational development. With her at the helm of our Talent Management practice, we further strengthen our position as a trusted partner in shaping leadership capability, organisational resilience, and sustainable performance across the region.”
Elkhoury has been tasked with continuing the growth of the Talent Management practice and advancing the evolution of its advisory offerings, which began some time ago and are aligned with the firm’s broader vision to help organisations navigate complexity, build leadership capability, and sustain performance in an ever-changing business landscape.
“As market dynamics intensify and organisations face growing pressure to adapt, Phoenix Consulting is sharpening its focus on end-to-end talent strategy approaches that move beyond isolated interventions towards cohesive, business-aligned talent ecosystems. Talent management is increasingly positioned not as a support function, but as a critical lever for sustainable growth.”
“The strengthening of our Talent Management practice and Samar’s appointment mark a strategic step forward in our journey, underscoring our belief that people, culture, and leadership remain central to long-term organisational success.”
Evidence-based approach
With five offices in the Middle East and one in Canada, Phoenix Consulting is renowned in the sector for its evidence-based approach. By leveraging established academic and theoretical frameworks and embedding them into practical methodologies, the firm ensures that leaders and teams gain access to proven concepts, tools, and models, and can apply these insights immediately within their organisational context.
“Our focus on adult learning methodologies and applied development ensures that talent solutions lead to meaningful behavioural change rather than short-term skill acquisition,” said Elkhoury. “Solutions are contextualised, aligned with strategic priorities, and built to endure, while helping organisations remain agile, resilient, and competitive.”
Looking ahead, Elkhoury highlighted that Phoenix Consulting aims to expand its Talent Management capabilities to support organisations through transformation, growth, and renewal. This includes developing future-ready leaders, strengthening internal pipelines, and enabling cultures of accountability and continuous learning.
