Across the Gulf, AI has moved rapidly from experimentation to everyday infrastructure – drafting job descriptions, screening applications, coordinating candidate outreach, and increasingly shaping how interviews are conducted and evaluated. For organisations operating at scale across the GCC, the appeal is clear: faster hiring, improved consistency, and the ability to manage growing demand in nationalisation-driven labour markets.
Yet the risks scale just as quickly. When AI systems are deployed without rigour, organisations do not merely automate efficiency; they automate error. Validity drift, opaque logic, and unexamined bias can undermine trust, expose organisations to regulatory scrutiny, and damage employer brand in a region where reputation, fairness, and credibility matter deeply.
AI can meaningfully improve people decisions in the Gulf, but only when it is grounded in validated constructs, deployed transparently, and governed by accountable humans. Technology should accelerate good science – not replace the judgment and discipline that make hiring fair, defensible, and culturally credible.
Adoption has outpaced assurance
Across the region, AI adoption has moved quickly from pilot to practice. Organisations use AI to manage high-volume recruitment, support large-scale localization initiatives, and improve candidate communication across multiple languages and geographies. These use cases are sensible; they remove friction from the hiring process and help talent teams operate at speed.
However, the moment AI begins to influence selection, promotion, or performance outcomes, a different set of questions must be asked.
What exactly is the system measuring? Are its inferences stable across diverse national, cultural, and linguistic populations? Can decisions be explained to candidates, regulators, and internal stakeholders? And critically, who is accountable when the system is wrong?
In the GCC, these questions are no longer theoretical. Data protection and AI governance frameworks across the region increasingly mirror global standards, while adding local expectations around accountability and transparency. UAE PDPL and Saudi PDPL reflect GDPR-aligned principles. Free zones such as DIFC and ADGM impose explicit requirements for lawful, auditable automated decision-making.
Saudi Arabia’s SDAIA ethics guidelines reinforce the need for explainability, fairness, and documented oversight. Collectively, these frameworks make clear that HR AI systems are high-responsibility tools, not experimental technologies.
This regulatory landscape is not a barrier to innovation. It is a blueprint for responsible deployment. In practice, this means documenting model design, testing for adverse impact, validating against job-relevant constructs, conducting DPIAs where required, and ensuring individuals can meaningfully challenge outcomes. In the GCC context, good science and good governance must travel together.

The two risks that matter most in the region
Even with governance frameworks in place, two risks require particular attention in the Gulf labour market.
The first is bias amplification. AI systems learn from historical data, and that history often reflects patterns organisations are actively trying to move beyond – over-weighting certain educational pathways, penalising non-linear careers, or rewarding communication styles that correlate more with background than with capability.
In diverse GCC workforces, where multinational and national talent coexist, poorly designed models can reinforce structural inequities at scale while appearing “objective” because they are algorithmic.
The second risk is erosion of trust. Candidates across the region are increasingly aware when AI plays a role in hiring decisions. When outcomes are opaque, even fair decisions can feel unfair. In government entities, family-owned groups, and national champions alike, perceived fairness is as important as technical correctness. Trust, once lost, is difficult to rebuild.
Interviews at scale
These issues become most visible in interviews.
