With the population of the Middle East projected to grow by 16% by 2030 and foreign direct investment in the GCC countries soaring, especially in Saudi Arabia, the region is undergoing a transformation. Projects like Neom, the Red Sea Project, and Qiddiya are reshaping the economic landscape, attracting international investment, and driving innovation.

But how can country leaders ensure that this growth is sustainable and inclusive?

Community engagement is key to sustainable urban development

Community engagement and capacity building are essential. These elements are not just about mitigating disruptions but about fostering a sense of ownership among local populations. When communities are actively involved in the planning and execution phases, the benefits of development are broadly shared, enhancing the long-term success and stability of these projects.

For developers, this means partnering with local organizations, supporting businesses, and investing in education and skills development programs.

The evidence is clear: regions with higher levels of community engagement often experience stronger economic growth. Take Gaviotas in Colombia, for example. Facing economic stagnation, residents collaborated with local developers on sustainable initiatives, rejuvenating the environment and creating more than 2,000 jobs. This is a powerful testament to the social and economic benefits of community-driven development.

Engaging and connecting

In the realm of urban development, moving beyond traditional top-down approaches is crucial. One study in the UK for example found that every pound invested in community capability development returned over eight pounds in social value. This shift ensures sustainability and fosters social inclusion and economic resilience.

But what does effective community engagement look like? It starts with understanding community capabilities – conducting comprehensive demographic studies and needs assessments to inform development plans tailored to the community’s unique context. For instance, in Gothenburg (Sweden), a stakeholder consultation initiative ensured that arts and culture were integrated into urban planning, boosting economic returns.

Empowering communities is equally important. This involves setting up advisory boards and conducting participatory planning sessions. In Porto Alegre in Brazil, residents determine the allocation of municipal budgets, leading to improved public services and economic growth.

Building coalitions with local organizations and stakeholders is another key strategy. The Barangaroo South Community partnership in Australia trained workers and students, enhancing their skills and integrating them into the local workforce.

Engaging communities at every stage of the real estate development lifecycle is essential – from regulation and planning to construction, operation, and management. Early engagement in regulation can tailor policies to support sustainable practices.

During planning, involving local labor supports the economy and aligns developments with cultural expectations. Skills development initiatives during construction empower the local workforce, while post-construction, training local talent ensures operations align with local standards. This is just a glimpse into the critical role of community engagement and capacity building in driving sustainable development in the Middle East.
